When trucks and drivers involved in humanitarian transports resume their commercial operations, they must once again follow driving and rest time rules provisions. According to the provisions of the AETR Agreement, which is the European agreement concerning the work of crews of vehicles engaged in international road transport, vehicles transporting non-commercial humanitarian aid transport are exempted from driving and rest time rules as well as the use of tachographs. In the aftermath of the earthquake in Syria and Türkiye, IRU has been contacted by several of its members with a request to clarify driving and rest time rule obligations related to humanitarian transport operations.

According to WHO, the affected regions in Turkey and Syria are home to around 23 million people including 1.4 million children.1 Many aftershocks followed the earthquake and a second major earthquake hit the region after 9 hours with 7.5 magnitude causing serious further damage and destruction of damaged buildings. Due to the risk of further damage as a result of aftershocks, people are not able to enter their houses, therefore staying and sleeping outdoors in the cold weather. Turkish Ministry of Defence reported that 10,633 Syrians have voluntarily crossed the border over to Syria. The earthquake affected the neighboring provinces of Adıyaman, Kilis, Osmaniye, Gaziantep, Malatya, Elazığ as well as Şanlıurfa, Diyarbakır, Adana and Hatay, where around 13.5 million people reside including around 2 million Syrian refugees. On the evening of 20 February, at 8.04 pm, a 6.4 magnitude earthquake struck Hatay, with epicenter of Defne district.
