On this date in 2013, Erik Jones won the first of his three-straight Winchester 400 rifles. Craven won the New England Chevy Dealers 250 over Chuck Bown and Harry Gant to attract attention from down south. Jeff Purvis won the All American 400 in 1991 at the Nashville Fairgrounds Speedway (TN). - Rusty Wallace got the Nashville Guitar after winning the All American 400 in 1985. The race is still run today, but it’s a Late Model Stock event. Mao Ning: It is neither popular nor constructive to hold on to the Cold War zero-sum mentality and play up geopolitical conflicts and major power competition.

China firmly supports the efforts of the government and people of Djibouti to uphold peace and stability in the country. Humanity will continue to benefit from the noble endeavor of exploration and peaceful use of space. The eighth ministerial meeting of FOCAC adopted the Declaration on China-Africa Cooperation on Combating Climate Change, proposed to establish a China-Africa partnership of strategic cooperation of the new era for the fight against climate change, and included the green development program in the first three-year plan of China-Africa Cooperation Vision 2035. Mao Ning: China is always against politicization and weaponization of economic and trade issues. The US needs to follow the principle of mutual respect, peaceful coexistence and win-win cooperation, follow through on President Biden’s “five-noes” commitment, and work with China to bring China-US relations back onto the track of sound and steady development. They need to adhere to the principle of common but differentiated responsibilities, take the lead in substantial emission reduction, and honor their pledge of financial, technological and capacity-building support for developing countries. Mao Ning: We have noted the reports. Last month, China hosted a ministerial meeting of the Group of Friends of the Global Development Initiative and put forward the Global Clean Energy Cooperation Partnership, and its first group of projects includes cooperation with 19 African countries on climate change and green development. China’s development is fundamentally about the happiness of the people and rejuvenation of the nation. China and the US stand to gain from cooperation and lose from confrontation. As the biggest developing and developed country, China and the US have a responsibility of defending world peace and stability and promoting economic prosperity and development. Does the foreign ministry have any response to this?

From [Brazil](https://www.poynter.org/reporting-editing/2022/brazils-fact-checkers-air-concerns-over-fake-news-bill/) to [India](https://slate.com/technology/2022/09/india-data-protection-bill-fourth-way.html) to [Mauritius](https://slate.com/technology/2021/05/mauritius-online-speech-government-proxy-servers.html), struggling democracies are weighing new regulations related to content moderation, data protection, and internet traffic filtering that will shape the digital environment for critical speech. Meanwhile this April, [61 mostly democratic countries](https://www.theverge.com/2022/4/28/23046652/declaration-for-the-future-of-the-internet-eu-us-regulation-commitment-announced) signed a [declaration](https://www.whitehouse.gov/wp-content/uploads/2022/04/Declaration-for-the-Future-for-the-Internet_Launch-Event-Signing-Version_FINAL.pdf) articulating a vision for an internet that is “open, free, global, interoperable, reliable, and secure.” What does this clash of visions portend for the digital domain? Russia has struggled to promote [RuTube](https://www.marketplace.org/shows/marketplace-tech/why-russia-just-cant-quit-youtube/) as an alternative to Google’s popular video sharing platform, and sanctions have [left Russian companies struggling to acquire chips and other key components](https://www.wsj.com/articles/chip-sanctions-challenge-russias-tech-ambitions-11647682202). [legal](https://freedomhouse.org/report/special-report/2020/user-privacy-or-cyber-sovereignty) and technological [innovations](https://www.usip.org/publications/2021/07/digital-technologys-evolving-role-politics-protest-and-repression) have eased the path for authoritarians seeking the benefits of connectivity without the risk of critical speech that might challenge their power. But clear statements of principles may also influence the trajectory of “ [swing states](https://www.cigionline.org/static/documents/gcig_paper_no2.pdf)” in global tech governance debates. This reliance on foreign companies in democracies means that robust transnational support for human rights online can make a difference. Moscow’s current efforts—particularly its use of newly installed deep packet inspection (DPI) tools for internet traffic filtering to [block Facebook, Twitter, and Instagram](https://restofworld.org/2022/blackouts/#/digital-sovereignty)—reflect these growing dangers.
