On 4 April 2005, Tafa Balogun was arraigned at the Federal High Court, Abuja on charges involving about N13 billion obtained through money laundering, theft and other sources. Born August 25, 1947, in Ila Orangun, Osun State, he was appointed the IGP in March 2002. These led to his forced retirement in January 2005. The cause of death is not yet known. Having worked in various Police commands throughout the federation, and earning his promotions as at when due, Tafa, was at a time, the Principal Staff Officer to former Inspector-General of Police, Muhammadu Gambo, Deputy Commissioner of Police Edo State, the pioneer Commissioner of Police in Delta State.

President Olusegun Obasanjo appointed Mr Balogun the Inspector General of Police in 2002 but allegations of corruption dogged his tenure, leading to his removal in 2004.

In testimony of his innovation, the NPF had transformed and reached feats that had never been achieved. According to Balogun, in 1999, Nigeria had 130,000 policemen (roughly 1-policeman-per-1000-citizens), but under his supervision, Olusegun Obasanjo, former president, approved a 40,000 annual recruitment exercise in 2002 or thereabout, increasing the number to over 300,000, and brought the country within spitting distance of international guidelines. While Balogun loudly punished officers for pilfering money from the force, he secretly smiled to the bank with his. One of those strategies was the massive onslaught against armed robbery, gruesome murder/assassination and other crimes of violence — a mission he would call “operation fire for fire”. In his prime, Tafa Balogun was a powerful inspector-general of police (IGP). He controlled a large police force, surrounded by armed personal security details, had vast resources at his disposal and also had the ears of the high and mighty in the society, including the president. He attended the University of Lagos, graduating in 1972 with a bachelor of arts in political science. He was manhandled by junior officers who had probably saluted him while he held sway as the IGP. At a time, he slumped in court and began to convulse. He entered a plea bargain agreement, the first of its kind in the country, and got away with a six-month sentence. The need to rejig the security structure brought in Balogun as the 21st IGP, replacing Musiliu Smith. When Balogun assumed office, he was determined to distinguish himself from his predecessors. After working in various positions around the country, Balogun started to gain traction in his career.

In November 2008 and again in February 2009, the Chairman of the House Committee on Police Affairs, Abdul Ahmed Ningi, asked the Inspector General of Police Mike Okiro, to provide details of the money recovered from Tafa Balogun, a request that he passed on to the EFCC chairman, Mrs Farida Waziri. He was appointed Assistant Inspector General of Police in A.I.G Zone One Kano, the position he held when promoted to Inspector General of Police on 6 March 2002. A respected investigation officer of the Nigerian Police Investigation (NPF) was widely known as Kumawu. He was appointed Inspector General of the Nigerian Police in March 2002 and was retired in January 2025 following widespread charges of corruption.
